The main paper containing the theory of optimal jet definition is this:
[1] F.V. Tkachov, A theory of jet definition, hep-ph/9901444; rev. Jan. 2000, Int. J. Mod. Phys.A 17, pp. 2783-2884 (2002).

The official public release of the fortran-77 implementation (OJF_014) is described in
[2] D.Yu. Grigoriev, E. Jankowski, F.V. Tkachov, Towards a standard jet definition, hep-ph/0301185 (Phys. Rev. Let. 91 (2003) 061801)
[3] D.Yu. Grigoriev, E. Jankowski, F.V. Tkachov, Optimal Jet Finder, hep-ph/0301226 (Comp. Phys. Commun. 155 (2003) 42-64).

Description of the true C++ implementation:

Earlier I incorrectly stated that the Babcock-Cutkoski generalization of thrust (J.B. Babcock and R.E. Cutkosky, Identification of jets, Nucl. Phys. B176 (1980) 113.) is equivalent to the Y component of OJD — it is not! OJD uses the jet's momentum instead of the corresponding thrust axis. This simplifies the minimization problem and is why an efficient implementation of OJD is possible.
