The topics to be discussed are estimated energies, chemical composition, arrival directions and possible sources of the cosmic rays with energies higher than 10¹⁹ eV.

We are thinking about several Russian-style seminars - long talks with many questions and discussions. We hope to be able to provide office space and internet connection for the participants.

We expect that both theoretical physicists and cosmic-ray experimentalists (in particular, from AGASA, Yakutsk, HiRes and Pierre Auger collaborations) will attend the Workshop.

The seminars and discussions will take place in the INR building in Moscow; overhead and computer projectors and blackboards will be available. There is no registration fee for the workshop, but accomodation should be paid by the participants themselves; it can be arranged for with the Quarks-2004 Organizing Committee.
